Can I Convert My Loft Without Planning Permission?
In most cases, yes — loft conversions are permitted development under Class B (dormers and roof additions) and Class C (rooflights) of the GPDO 2015, provided you stay within the volume limits and design conditions.
The key limit is the additional roof volume your conversion adds:
- Terraced houses: 40 cubic metres
- Detached and semi-detached houses: 50 cubic metres
This volume includes any previous roof additions (by you or former owners). It is measured against the original house.

The key rules
Dormers:
- Must not extend beyond the plane of the existing roof slope facing any highway
- Must be set back at least 200mm from the original eaves
- Materials must match the existing house in appearance
- On designated land (conservation areas, AONBs, National Parks), rear dormers are PD but dormers facing a highway are not
Rooflights (Velux):
- Must not protrude more than 150mm beyond the plane of the roof slope
- No volume limit applies — rooflights do not count towards the 40/50m³ allowance
Flats and maisonettes do not have Part 1 PD rights. If you live in a flat, you will need planning permission for any loft conversion.
When you will need planning permission
- Your loft conversion exceeds the 40m³ or 50m³ volume limit
- Your property is a listed building
- An Article 4 direction removes Class B rights at your address
- You want a dormer on a highway-facing roof slope in a conservation area, AONB, or National Park
- You want to raise the ridge height of the existing roof
- The materials do not match the existing house
Do not forget
- Building regulations approval — always required for loft conversions. Covers structural loading, fire escape (staircase, fire doors, smoke alarms), insulation, and head height.
- Party wall notices — if your loft conversion involves cutting into or bearing on a party wall (common for inserting steel beams on terraced and semi-detached houses)
